Won auction but seller took money, cancelled then refunded

I won an auction but the seller took money, cancelled and then refunded the money and then re-listed for double the price. Are they allowed to do this?

Unfortunately nothing anyone can do to make seller post item to you.

You can leave appropriate feedback.

Something simple like "Seller did not honour sale" is within eBay feedback policy.
