A buyer who did not pay for the item he won, is now bidding on the same relisted item at a lower price. I would prefer not to sell to him, but I don't know if that is allowed. I feel I have been played so that he can win the item at a lower price second time round. Am I allowed to black list a buyer on my account or will I have to sell to him if he wins at the lower price?Thank you.
