Why is eBay asking me to create Payment, Postage and Return Policies on my Individual account?

Hi,

My eBay.co.uk account is Individual (not business) but eBay is asking me to create Payment, Postage and Return Policies before I can list items.

Is this normal? Do I need to set these up to continue selling?
