At a guess, because this would involve international currency conversion, which would make it too complicated to pay from an account balance.
If you pay through checkout, any necessary currency conversion (and a currency conversion fee) will be applied automatically.

Ebay as said above only allows payment for purchases on ebay.UK
Why not withdraw money then use your bank card to pay, or credit card.n
