When do ebay step in with a Global Shipping Programme issue

I sold an item through ebays Global Shipping Programme. The item was delivered successfully to the Global Shipping Centre and was then forwarded on to the buyers address.
Unfortunately, the tracking shows that the item was lost after it arrived in Switzerland. The buyer has now opened a case requesting a refund, and I only have one day remaining to respond.
I have been trying to contact ebay regarding this issue for the past two days but have been unable to get a resolution.
As the item was sent through ebay Global Shipping Programme and was successfully delivered to the designated Global Shipping Centre, surely any loss that occurred after ebay took responsibility for the international delivery should be an issue for eBay rather than something me, so they should refund.
"You aren't responsible for item loss or damage that occurs after the item is safely accepted at the UK Shipping Centre. Once an item has been forwarded by the UK Shipping Centre, you won't be responsible for refunding the buyer if an eBay Money Back Guarantee case is filed against you"
How do i get them to step in? as they have also put a block on my funds

Mentor1 week agoRespond with 'This item was sent via eBay's Global Shipping Programme and tracking number XXXXX shows that the order arrived at the UK hub on (date), thus the GSP are responsible for any loss, as per eBay's Global Shipping Programme policy'.
Then escalate it to ask Bay to step in.
