What to do if buyer is unresponsive?

I'm hoping for some advice as I've not come across this situation before.
Three weeks ago, someone bought my car on eBay and paid in full. The car is still at my property because they haven't collected it, despite saying they would.
I've sent polite messages asking when they intend to collect, but they've stopped responding completely. I am wondering if they didn't realise the distance at purchase but also appreciate emergencies can happen, which is why I've been patient, but I can't keep the car indefinitely.
The problem is that I'm still the registered keeper until I can complete the V5C transfer, which DVLA says I can't do until the car leaves my possession. In the meantime, I'm responsible for making sure it's taxed, and I don't think it's reasonable to be expected to keep paying indefinitely when the buyer has already paid for it.
The buyer paid on 4 July and has been unresponsive since 5 July. It's now 27 July, so I've had over three weeks with no communication.
My listing stated no refunds, but I'm unsure where I stand legally if this continues.
My questions are:
Am I entitled to set a reasonable deadline for collection?
If they still don't respond, what are my options?
Can I dispose of or resell the car, or would I have to refund them first?
Has anyone dealt with a similar situation?
I'd really appreciate any advice from people who've experienced this. Thanks.

Mentor3 weeks agoEbay won't be interested as you don't accept payment through them.
I assume they paid by bank transfer.
Normally buyer comes and inspects car, then pays.
Politely message buyer and give them a date to collect by or you will refund their money.
You can't keep car & money.
