I've been trying to explain to someone that Royal mail is saying they are responsible for a parcel delivered to different address. 3616139020. I hope that's the right picture

Are you saying that you have something in writing from Royal Mail (I'm assuming that 3616139020 is some kind of Royal Mail ticket number)?
