unable to receive a refund
i ordered an item in july, the item was not delivered on time, the seller told me to refuse delivery of the item when it is finally delivered and it would be returned to the seller automatically, the seller then told me the item had been lost by the courier. i have still not received a refund and i am unsure what to do next.

It sounds as though it's well over 30 days from the latest estimated delivery date. If so, it will be too late to make any claim under eBay's money back guarantee.
If you had followed the seller's advice and refused delivery this would also have invalidated eBay's money back guarantee. Before buying anything else it would be a good idea to read the conditions and time limits; there is a link to the guarantee in every listing.
Depending upon how you paid, you may still be able to get help from your payment provider, e.g. credit or debit card company.
