Mentor1 week ago · EditedIf the buyer provided a incomplete or incorrect address eBay's system automatically disqualifies the transaction from the authentication process and reroutes it directly to the buyer.
You should contact the buyer, explain problem and ask them to correct the details they have on ebay. In the meantime cancel/refund the transaction via the dropdown menu arrow for the item on your orders list using the reason "Problem with buyer's address".
You can relist and either allow them to buy again or put their ID on your blocked bidder list.
