sender not sending a return label after he told ebay rep that he would, now I cannot further my case

I was mis-sold an item, that was a different size than what was described in the sellers description. I asked ebay to get involved which they did and backed me and they contacted to say that the seller had agreed to send me a return label -ie so he paid for postage - but then he would not send it to me saying that it wasnt his fault and I should pay postage. The problem with this is that I have not been able to further my case - i have tried all the options I can see to click on etc, but because he had agreed to do his part of things with ebay they considered it done ......but he wouldnt send it. I have not been able to work out how to contact them as the case procedure wont seem to let me in this scenario. i am certain he knew what he was doing as he is extremely manipulative and slippery in his emails. Its now gone past the time I was meant to return it so it now says case closed and so I STILL cant seem to reopen as a case and ask ebay to step in again. Can anyone please help? Maybe I just cant work it out....

From what you say you went about this all wrong.
You do not go to ebay first, you open a Not as described case, then if seller foes not send a reply paid label, you escalate to ebay who take over. That way you do not have to rely on promises, which seller has no intention of keeping.
Doing return cases the correct way, you will get a refund, but getting ebay involved at the
beginning things will not go smoothly, and ebay will close the case on the basis of what seller says, instead of you asking ebay to step in when YOU find seller is not responding.
