seller told be to close the dispute
they told be they would send a replacemnt, and to close the dispute, i closed it and never heard from
them again, now the ebay channel isnt allowing me to re open the dispute,

Never close a case, as you have now found out another cannot be opened for that item, and anything 'promised' from the seller, cannot be enforced by eBay.
You'll need to turn to your payment provider now for help with your refund.
