Seller seemingly unable/unwilling to refund in light of combined postage

Quote from seller - "Hi, the extra postage charge is paid to eBay not me so I can send the two items together in one pack and eBay will refund you for the other unused postage. Thanks"

Is this right? What postage arrangements are they making with E8AY? Do I wait for our hosts to refund the extra over cost automatically later?

Originally asked if I could get refund if I paid in order to secure items. Buyer said that the transaction for the two items would automatically adjust P&P - but it didn't.

I failed to find an option to request a revised invoice for combined postage as we used to in auction bidding.

Got the items "Buy it now" and paid in order to secure the items.

Current situation - i paid the invoice with double postage in hope of part refund, items have been sent in one parcel, and I have now received above response.

Not had any problems, previously, getting refunds direct from buyers for overpaid P&P when items sent together.
