after I bought the item the seller told me he could not ship to my location and told me to cancel my orderthen after I cancelled the order he told me that he cannot refund me because of some fee then after ignoring me for 3 days of me constantly trying to contact he eventually REFUSED my cancellation order. and now I don't know if the item can be shipped to me? do I need to receive the item to issue a return? how can this kinda fraud be allowed on ebay can I not ask ebay to step in and resolve this?
