Seller hasn’t shipped order
Seller refuses to ship order as I have opened a dispute and I believe the money has been put on hold by eBay. They’ve asked me to close the case if they want me to ship. I’ve asked eBay to step in as it never got resolved and I want a refund now but it has been more than 48 hours, is that normal?

It will help us to help you if you would explain what happened and what type if dispute you opened?
I imagine it was an "item not received" case, which is the only type of case that can sensibly be opened before an item has been received. eBay won't consider the case before the latest estimated delivery date has passed. You then need to allow four days for the seller to respond, after which you can escalate the case for eBay to step in and refund you. If you don't do this the case will eventually time out in the seller's favour. Likewise, if you close the case you will not be refunded.

Never close a case until you have received a refund.
