Seller demanded double payment, now ignoring order and cancellation request

I bought and paid for an item. The seller then asked if I would re-pay if they refunded and relisted it. I said no.

Since then, the seller stopped responding, hasn't shipped the item, and is ignoring my cancellation request. I’ve already bought the item elsewhere.

How do I force a refund and report this seller?

All you can do is open a not received case once past the estimated delivery date.

While buyer can ask seller to cancel they are not obliged to do this, but it is the sensible thing to do. Cancelling automatically refunds, and seller may not have money available, either in ebay or their bank account, but it is very foolish to spend money until sale is completed and buyer happy.

There is no point in reporting the seller, as until item has not arrived seller in ebay’s eyes has done nothing wrong. You should eventually leave negative feedback and low star ratings.
