Seller charged buyer protection fee - why

I just noticed from an item that I sold for £20.00 that the expected £18.60 was further reduced to £17.71 after advertising extracted. Upon review, I noticed that they have charged both me and the buyer protection fee of £1.40 each. This is new since I last sold on Ebay when it.was just the buyer who paid the Buyer protection fee. This seems like mis selling to me as Ebay has really re-introduced a selling fee by another name.

When you list an item, ebay add on BPF, which buyer pays.

But, when buyers make an offer, it includes BPF, so you get net amount.

Ebay show this on offer, but not very well.

You could have counter offered, then BPF is added.
