Seller cancelled order minutes after winning bid and payment

The seller cancelled the sale yesterday saying that the 'new unopened' product was faulty. This was minutes after I made the winning bid in the auction and paid for it immediately. Only one item and it has now been relisted for auction using the same photos and showing the same serial number and box. It is clear they didn't put a reserve price and were unhappy that it sold for less than they wanted for it. What should I do. It was such a waste of my time and now I have to wait for the refund too. It was expensive. I thought this was against the eBay rules?
