Seller asking me to *buy* a return label for faulty item

Initiated return and have a message from Ebay to generate returns label
I also have the following message from the seller
""Due to system problems, we cannot purchase eBay labels.But we can transfer the shipping cost to you so that you can purchase the label yourself and send it back.please send your paypal account to us ...""
Why would I not use the free returns system - is this a scam or are there other explanations?

If so, seller can't supply label, giving paypal details is easiest option.
If UK seller, escalate case to ebay.

The item is large and heavy so maybe the royal mail returns label ebay provide wont work?
I have asked seller to explain why I cant use the Ebay returns system
