Seller accepted return then refused delivery

Seller accepted return through eBay return process and provided a label, however, he refused delivery of return and now it’s being returned back to me. EBay CS live chat has been frozen for months and I have no option to ask eba6 to step in.

Of course you do, but you must read instructions to find when you can ask them.

Ebay should accept attempted delivery as proof of delivery, so as they have not refunded that is grounds for escalating, but you must wait 3 days, and escalate in day 4.
