It isn't always that simple. Having consumer rights doesn't mean much unless you can enforce them, which can be difficult or impossible in the case of distant, uncooperative eBay sellers. Also, many sellers on eBay today are based in China, and effectively beyond the reach of UK laws, even though they have a distribution base in the UK. And of course consumer protection laws don't apply to purchases from private sellers.
Your best protection is eBay's money back guarantee, but remember that this only lasts for 30 days from delivery. Depending upon how you paid your payment provider e.g. credit or debit car issuer may still be able to help.

Mentor3 months agoIf your seller is a UK registered seller you can pursue this legally, yes.

Mentor3 months agoYou should be able to open an official 'Not as described' case if still within 30 days from item receipt through eBay and escalate opened case on day 4 onwards >

Outside the eBay timeline, try the Bank/Card payment provider for a Chargeback or/and if Seller is a Business, Citizens Advice can advise on any other available options.

Mentor3 months agoIf you bought within last 30 days, you are covered by ebay MBG.
Any longer and your payment provider may help, it depends how long ago you bought item.
If UK business seller, you have consumer rights, but ebay won't help with those.
You could also contact Citizens advice.
