As papso says, have you never noticed the Ebay 30 day money back guarantee, you open a Not as described case. That is how you get a refund.

You can report the seller to ebay as much as you want, but they will do nothing and it will not get you a refund.

Use the money back guarantee and return it at the seller's expense for a full refund.
