Refurbished on ebay programme

Hi everyone,
I'm hoping someone has experienced this before.
I recently applied for the eBay Refurbished Programme, but my application was declined. During the application, every category showed:
Item Not as Described Rate: No data available
Afterwards, I received the message saying I'm not eligible to apply and have to wait 30 days before applying again.
The confusing part is that my account is:
Top Rated Seller
Business account
100+ mobile phone sales in the last 12 months
12-month warranty and 30-day returns
I would have expected eBay to have enough data to calculate my performance, so I'm not sure why it says "No data available".
Has anyone else had this happen?

Have you taken this up directly with customer service?
