Refund for item not received

Question

Is it right that a seller can refund money for a purchase that was returned ( not by me but the courier), but doesn’t give the full amount that I paid originally because they charged me for the return postage cost for the parcel to be returned to them?

Is the seller business or private.? Private seller do not have the option to refund less than full cost of item plus postage., if dealing with a case.

Doing a refund outside ebay they can refund what they like but it does not prevent you opening a not received case to getva full refund so long as still within the 30 days.
