Purchased cushions in December. The money back guarantee has run. Due to the seller fobbing me off

I bought cushions in December that never arrived at my address, they clearly were delivered somewhere but not to me. The seller has stopped me off and giving me excuses since December. I still haven't received the item and it looks like I'm the one to blame according to them. What can I do about it please?

Yep, if the seller kept giving you false promises that the item' is on its way' and to wait, they have fobbed you off, and successfully let you lapse the time to claim under eBay's 30 day MBG, Money Back Guarantee policy.

Too late with eBay now, turn to your payment provider for help with a refund now.

money provider.. do you mean my bank account I paid for the item or
something different?.
