promoting listings problem

im not sure what has changed about promoted listings , up till now i always used general ad Campaign where i set a maximum percentage of 12% and the listings would automatically go to the recommended ad rate upto a maximum 12%, but now when i promote listings i can only set a percentage and all the listings i am trying to promote go to that percentage
for example, i have a number of items and ebay has a suggested ad rate and they vary on each item and i set an add rate in bulk for all the items to a maximum 12% then ebay would apply the suggested ad rate to each item upto a maximum of 12%.
but i can't seem to do it now, because i don't get the oppertunity to set a max, i can only get an option of putting an ad rate in and everything goes to that, and ebay no longer resets the percentage to each item to what ebay suggested ad rate should be.
so now if i want to set the ad rate to ebays suggested ad rate i have to do each item individually.
has anyone found this problem?, has there been changes to the way it works?
