Promoted Listings fee charged on a Best Offer sent before promotion was activated – is this correct?

I’m hoping someone can clarify whether this is how Promoted Listings are supposed to work.
A buyer purchased my Adidas Samba shoes after accepting a direct offer that I had sent them at a significantly reduced price. The important point is that I sent this offer before I activated Promoted Listings on the item.
Despite this, eBay has charged a Promoted Listings fee on the sale.
My understanding was that promotional fees should only apply to sales generated through a promoted listing after the promotion has been activated, not to a private offer that was already in place beforehand.
Has anyone else experienced this? Is this the correct application of the Promoted Listings fee, or is it something I should challenge with eBay?
