That was your choice - you didn't have to. You could have declined to accept delivery if the postage was not fully paid, and used eBay's money back guarantee to get a full refund.
I'm afraid that as you accept the charge and received the item eBay will not get involved. Any refund for this is between you and the seller. A good seller would have refunded you for the cost of collecting it, and asked you to send them the receipt. It's possible that the stamps just fell off; if so, and the seller's proof of posting confirmed that the correct price had been paid, hey could have claimed the charge back.
If you mention this in feedback keep it short and factual. Whatever you say, I'm afraid there's a chance that eBay may remove it if the seller complains. The fact is that you chose to deal with this yourself outside of eBay, rather than following eBay's dispute resolution procedure for delivery issues.

Mentor5 months agoThe seller could have paid that online on your behalf. EBay won’t be interested the matter is now between you and seller for that fee. Now that transaction is complete you ca exchange email etc if payment to be by PayPal etc.

Mentor5 months agoYou should not have paid, ebay will not help. You should have contacted seller to get payment of amount required, then paid RM.
You can leave feedback but be careful what you say as seller maybe able to get it removed.
