Question

today I sold a pair of headlights for a car for £1200, I had a 15% ad promotion on it which is fine. But now the customer wants to cancel the order and for me to refund the customer, eBay refund page is showing me £969 they will use from the eBay balance, but now they want me to pay the £221 from my bank card for the eBay ad fees. But my point is the item has sold yet!! Guys please help me if you know what I should do.

You will need to check the terms for promoting items. It is quite possible that they say the fees are due in these circumstances.

It implies that money is on hold and not available for the refund. As soon as refund is made any money on hold should be released. The promotion fees should be refunded as part of the refund to buyer.

With refunds ebay take the money from the seller's balance and/or funding source but you get to keep the payment when it clears.
