Permanent restriction from selling

My account has been restricted from selling because I was hacked many years ago and someone falsely used my account to pretend to sell items.
This was resolved at the time. Ebay repaid the customers (a total of about £60 if I remember correctly).
In January I attempted to sell some items and was told there would be a further 3 month restriction while checks were made. I would like to sell some items and have now been told there is a permanent restriction on my account! Having spent a long time trying to speak to an actual person they refused to tell me what has happened or why I've been permanently stopped from selling. I'm so upset and feel very unfairly treated. Has this happened to anyone else?
