Hi i am new to this and whenever i try to buy an item using my apple pay, it says payment decline giving no reason for this also i am not able to send message to any seller.

can u please help me in this

Some categories do not accept Apple Pay. I have had a look at 4 of my items on my Watch List and none accept Apple Pay, but there are many other card options, PayPal, Google Pay, can you perhaps use another method of payment.
