Need to close the original sale down first --- Buyers are allowed 4 complete days to pay before you can open a Non Payment case ---you can recover any FVFs by opening an Unpaid case for non payment after 4 days and give timewasters a well deserved account defect/strike --- not shown but is effective in stopping/blocking persistent Non Payers >

You have to deal with the original transaction first. Issue an Unpaid Item cancellation after 4 complete days to end transaction via the dropdown actions menu alongside the item on your orders list. After that go back to the menu and use the Second Chance Offer link to offer to the underbidder.

If the SCO link is not there (it sometimes seems to disappear after cancellation) click on the original listing on your orders page, then click on where it says the number of bids in the middle of the page and you'll see it alongside the bidders' IDs on the next page.
