Non-delivery:Any recourse after 30 days?

Ebay say "The reporting window is closed". Might raise it with my bank.
Problem is delivery was recorded as made to a pickup point at Scott Newsagents, 123 Dalry Road, who deny they got it, say they dont deal with Ebay, and wouldnt release it to me without a pickup code anyway. (The last two arent always true since I have collected an Ebay starter motor from there without a code in the past.)
Raised it with the seller, who said "Leave it with us, you dont need to do anything further". The rest is silence, apart from complaining about negative feedback.
Not a very bid deal (7.99) and I'll avoid using that pickup point again, but it is a bit annoying.

Mentor2 weeks ago · EditedAs buyer you choose the delivery address. Proof of delivery to that address, is sufficient to protect the seller, so if you left negative feedback, seller should complain to ebay to get it removed.
Ebay send the code, NOT THE SELLER, feedback is uncalled for.

Mentor2 weeks agoYou could try opening item not received case, but if tracking shows delivered you will probably lose.
FYI. Stores should not release item without code.
