No, sorry there is no direct way of contacting. You have to click on help at top of page, select subject then type in "speak to agent". Repeat until you get through.
At the top of these community boards it's called eBay Help and is on the right. If you go to your My eBay it's top left and called Help & Contact.
If ebay have issued a refund the money returns to source and there is usually a delay. It takes around 7 days to reach your bank if you used a debit card. Up to 30 days to return to a credit card.

OP1 week agoI won my case for a full refund eBay closed it in my favour a week ago but still not had my refund
