Navigating Seller Communication Issues on E-Bay

After ordering an Item, I got this message. However, it does not look right. Apart from anything else, a credit card provider will not start the 'Chargeback' process until the retailer has been given an opportunity to do it. There is no reason they cannot refund the amount concerned.
I've tried submitting a query with E-Bay but cannot get around their AI bot. Who has more experience and can help?

OP3 weeks agoThis is very useful. I have not contacted by card company yet, thank goodness. In the meantime, I have now had an email from Ebay saying that my Refund is on its way! If they have been that efficient, I really am impressed. I will keep an eye out for the funds. Hoping that I have learned a lesson from this, somehow.
