I recently bought an item on eBay on an offer price,£60.00 the retailer charged my PayPal account £72.00,I have asked why they charged an extra £12.00,they said,this is the VAT on the item,if I had been told the total price would be £72.00 I would not have agreed to buy the item,this is surely wrong,

No, they didn't. When buying on eBay you pay eBay, not the seller.
eBay will have added VAT if it was applicable.
eBay does give advice on when VAT may be payable. When buying from UK business sellers it's usually included in the selling price. The situations where it's added afterwards are complicated and depend upon the nature and price of the item and whether the seller or the item is located outside the UK. I'm not sure whether it's always possible for eBay to know or warn buyers that VAT will be added. If the seller is overseas it certainly isn't their responsibility to give advice on taxes payable in the UK.
As always, buying online through eBay is nor like buying from the shops. Sometimes you may need to do you own research.

Mentor11 months agoIt's not possible for a seller to receive more than you authorised at eBay checkout.
Is the item being shipped from outside the UK, or is the seller registered outside the UK?
If so, import VAT at 20% will be added at checkout and collected by eBay, this is nothing to do with the seller. This would have shown in the total at checkout though.

Generally, if VAT is going to be added on (because the seller or the item is based overseas) it does say on the listing.
