"mark as dispatched" and "add tracking number" don't work

I posted an item using my own carrier because the buyer did not fill in their details correctly so the prepaid label generation did not work.

The item was delivered successfully, but at no point have I been able to "mark as dispatched" or "add tracking number", these buttons don't work.

You can mark dispatched by clicking Get prepaid label > Print label for the original ebay label. It will remain unused and the cost will be automatically refunded to the buyer in 30 days (assuming they paid for it). But even if you don't do that you will receive the payment although it may be held for 14 days. You cannot change tracking number these days.
