On the app go to My eBay > Settings > Notifications > Shopping updates and toggle eBay Live to off.
I don't think you can get rid of it on the ebay home page on a desktop apart from using an adblocker, but you don't have to look at the home page. You can change your landing page to something else. For instance go to a My eBay page and next to your account name and feedback number near top right you should see a small ribbon icon. Click on that to make that current page your landing page. Or on your browser click on Edit, top of your screen (this will vary depending on browser) > Preferences > Home > Home Page > insert required URL.
