buyer has bought an item and paid
Item was listed as collection only but have not had anything from the buyer even after several messages from me to them
still have the item after 7 month with no contact

eBay will have no interest and after 7 months it's unlikely that the buyer could even make a chargeback through their credit or debit card issuer.
The "correct" thing to do would probably be to contact the buyer to give them one final chance to collect the item. If they reply, and no longer want the item, you could offer to refund them but they would have to provide payment details. It's too late to refund through eBay. If they don't reply you can do what you want with the item. You can't even refund them without their cooperation.
That said, many people would just resell or dispose of the item and forget about the buyer unless they make contact. As I said, it's up to you. Bay won't be interested.
