Item received packaging damaged item missing refund from Royal Mail

With this Simple Delivery package it has arrived with the Buyer but damaged and the item, a book, missing. I cant find a process for Buyer to get a refund and the postage refunded to Buyer and Seller. I think the claim should be on the Royal Mail seems Buyer to report this missing item to eBay as it is shown on my record as Seller on my Seller Hub as delivered. I think eBay should claim from the Royal Mail because it is a Simple Delivery matter.
How do I proceed. I have contacted the Buyer.

Mentor1 week agoAsk the buyer to open a return using the reason "item damaged in delivery". ebay will issue the refund themselves and you keep the original payment. They will not be required to return the packaging.
