International buyers are notable to purchase my listings even though they are listed with the GSP.

I have been contacted by a buyer from Denmark trying to purchase an item (confirmed not reatricted it's a book) and they are trying to check out but receiving an error saying that I do not ship to their country. There are no reatrictions on locatiins on my account and I have used GSP in the past many times.
There seems to be a history of problems like this.
I have contacted ebay but each timw they tell me I am being transferred to an agent that can help but then I wait for an hour or more and the chat is closed.
Does anyone have a resolution for this? I have lost 1 sale I know of and possibly more as most of my orders tend to go overseas.
