I want return item when case was closed

Hello, I received the item incomplete without the fixing parts. The seller promised to send the missing parts, but did not do so. I opened a return, but closed it after the seller’s promise. Now the parts were not sent and the return is closed. Please advise how to proceed under eBay Money Back Guarantee.

Promises can be broken as you have found out so as advised you did the wrong thing by closing the case on a ' promise'. Another for the same item cannot be opened. Too late for any help from eBay.

You can try your payment provider now for help with a refund.
