How to make an official complaint to Ebay

2 months after a buyer failed to retrieve his item from a collection point EBay decided to charge ME! for not using the postage label!! I have had phone contact with them 3 times recently and was assured that I would receive a call from their complaints team - DIDN’T HAPPEN and that the funds would be sharply returned- HASN’T HAPPENED! Who can I reach out to now?

Unused postage label should have been cancelled within 14 days.

If buyer buys label unused label is refunded to buyer automatically, why Sellers are treated differently I have no idea.
