How does customer mark item as received

A customer has received their order had has written positive feedback, but according to the tracking its not been delivered. The tracking hasn't been updated is there anything I can do about this. I cant seem to find where to contact Ebay to tell them.

Buyers can't mark as received. If the tracking doesn't update the payment may be held for 14 days but you will get it.
