How do I feedback to ebay about age verification method?

Okay, so my mum is wanting to buy an extendable electric pruner that has a little chainsaw attachment so she actual do things in the garden. The issue is the item requires age verification due to the blades. Now she has never had a credit and is hardly able to work currently which seems to mean she cannot get a credit card... So the method of using a credit card for age verification is ridiculous (why should we setup a credit card just for age verification on ebay?)
