Fully refunded item, buyer won’t return, eBay is impossible to navigate to find a solution
I sold a watch, the buyer stated there was fault with it , I promptly fully refunded it. The buyer won’t return it. I’ve spent two hours trying to find a way on eBay to open a case against this buyer …..cannot find a way to open a case regarding this issue??? Any advice would be hugely appreciated

I'm afraid there is no advice we can give you. When a buyer somehow ends up with an item and the refund, eBay does nothing to support the seller if the buyer keeps both.
This is even the case where the seller has complied with eBay's rules to the letter. eBay simply doesn't seem to care about the seller when buyers exploit an opportunity to keep the item for nothing.
In the past, eBay has simply told sellers that it's up to them to sue the buyer.

Correct way is buyer opens case, you issue returns label and only refund on return.
As you refunded 1st,ebay assume you don't want item back so case closes.
This is now between you and buyer.
You need to supply a postage label or money to buy one, can't be done through ebay.

You should have issued a return label and only refunded when you got the item back.
