I'm not clear what point you mean by this? If you're saying it's stating the obvious, this isn't obvious to everyone.
If you're implying that eBay should do more, that's not the way it is. eBay specifically warns buyers in the user agreement that the don't guarantee the quality of items sold here, or even that they will be safe or legal. eBay also makes clear it's own money back guarantee only lasts for 30 days. (I'm afraid, in your case, also too late to hope for help from your payment provider.)
If it's between you and your seller the CAB is actually the best possible starting point for advice. They will probably be able to explain the legal options open to you, and your chances of success. This can save the cost of seeing a solicitor, only to be advised that it's not worth pursuing a case.
Good luck, I hope you manage to get some action taken.

Mentor3 weeks agoeBay only have a 30 day moneyback guarantee and you are to late to make any claim via payment providers, the best option is to contact Citizens Advice as suggested or possibly the manufacturer if they offer a warranty

Mentor3 weeks ago · Editedebay allow 30 days for claims. Payment providers allow 120 days. So no help there. You could try money claim online (formerly small claims court). If it is a business seller you can report them to Trading Standards. You might inform them of both those things in advance and see if it prompts a response.
