I am the buyer. The seller used the eBay Simple Delivery programme. Royal Mail is holding the item for a £7 surcharge due to underpaid postage. As this is an eBay-managed delivery service, I need eBay to either pay the surcharge or refund my order so I can refuse the parcel.I have been unable to figure out how to report to Ebay as the seller will not accept responsibility.
