Ebay sent Safety recall item purchased 2024 seller advises start refund process
How to I start this? More actions/Return this item does not show when I go to the order details. I suspect this is due to how long ago I purchased the item

The seller probably knows this. There is nothing you can do through Ebay or your payment provider after such a long time.
