EBay no promise!

So I have 2 photos provided by EVRI of the 5 mugs and a table cloth they delivered - both photos are exactly the same , there is no way the package is big enough to be 5 mugs and even the seller says it's definitely not the parcel she sent - I have not received the mugs and EBay are refusing to honour their promise because they have tracking info - no they don't! What they have is the same photo for both orders - their appeal system is rubbish- I can't even get it to open and trying to speak to an agent is impossible because all the system does is send you back round - any suggestions what I should do next please
