Ebay Messaging System Frustrating
For some time I have found the Ebay messaging system very frustrating & just wondering if any of you have an idea how to overcome the problem I have had for some time. When I message a buyer or seller wanting a response I find that so many times you never get a reply from them. The problem being you never know whether they have seen the message or not . I feel the solution would be for Ebay to mark the message as seen when it has been read . What do you all think ?

I'm not clear why you would list an item and then not describe it correctly?You'll end up with damaging defects if you start cancelling orders because of this.

Some sellers are slow or don't bother answering questions particularly when the details of the question are in the listing.

This happens on Whattsap & Messaging etc. If I send the item without a response I will have to refund both the item cost & shipping if they are not happy with it.

There's nothing wrong with the idea, it's just that discussion of this is pointless. eBay doesn't have a suggestions scheme and its stated policy is that t does not accept suggestions from users.
More to the point, the example you give involving an item that isn't as described shows that you don't understand how eBay's money back guarantee works. If an item proves not to be as described it's up to the buyer to open a case for a refund. That's what you should have asked them to do. You would then have had to accept the return within three working days, so there's no time for repeatedly messaging them. You can't unilaterally decide to refund them minus the shipping cost, as you have told them. Unless the buyer responds to accept a partial refund eBay will require you to refund them in full, including their postage cost. If you want the item back, you will have to send them a prepaid return label.
